Many of the side adventures that you can undertake in The Legend of Zelda: Tears of the Kingdom are interlinked. They share characters of interest, and seem to lead up to a climax where the various plot threads discussed beforehand are resolved.
One of these sub-stories can be found in Hateno Village and concerns an ongoing feud between the town's mayor, Reede, and the local fashionista, Cece. They both have very different views on the direction that Hateno Village should take. In grand video game protagonist fashion, it is up to Link to solve these people's problems once and for all.
Pre-Requisite Quests
When you first arrive in Hateno Village, you'll need to set in motion the argument that kicks off this whole election business in the first place. To do this, simply enter Cece's shop, which is found near the western entrance to the village.
Here, you'll witness a cutscene in which the two principal characters argue and proclaim an election.
After this cutscene, you'll need to complete the following quests:

You can only begin these quests after you've witnessed the argument.
After completing these quests, you'll be able to start The Mayoral Election.
How To Complete The Mayoral Election
Completing this quest is very simple - simply talk to Sophie, who should be standing outside Cece's shop as per usual.
What follows is an extended sequence of cutscenes in which the things you learned in the previous quests come to light. Well, that ended nicely, huh?
Cece's Shop
After the election, return to Cece's shop and talk to her. You'll be given your final reward for completing this quest: your very own Cece's Hat. This is a weak piece of headgear that nonetheless looks totally fabulous.
In addition, Cece's shop will now actually sell you armor. In addition to the pieces you can purchase on display, talking to Cece reveals that she will now also sell copies of armor pieces that you've already obtained in the past.
You can use this function to have multiple copies of the same armor set in different colors, using the dye shop in Hateno.
